Low tide is the best time to visit when the black rocks are exposed and the shore is wide. This one-miler will take you to a beach that is seemingly otherworldly. In particular there is great snorkeling right from the beach in front of Black Rock.

I recommend you get there early because it does get crowded and the water is often calmer in the morning for snorkelling. The Hawaiian name for Black Rock is Puu Kekaa and ancient.
